Because of the poor government service status that is expensive the revenue source of the government becomes very low. Also, fewer people pay tax so by outsourcing Odisha govt jobs the private money has come in. As a matter of fact, many private sector contracts have struck in corruption and prolonged public disagreement. Public-private partnership scheme has failed frequently so this have looted the entire system and only a few have been benefited. Most of the donor banks like IFC, ADB and world banks lend money to the Odisha government to implement and influence their strategy. So always the government would pitch for outsourcing.The policy of NitiAayog has recommended outsourcing public services to private sectors to reduce the administrative machinery of Odisha government. Actually, healthcare is not a problem in electoral policy. GDB tax ratio in India is 16.6 % where in other countries it is 23% GDP tax so the Indian government spends money if it is not enough.

In conclusion, the solution may be the Odisha government should increase public spending in health about 2.5% GDP. Create awareness to the public and middle class should also interfere in all levels with governance.
